Comments on Mandatory Transparency Reporting in the Extractive Sector

In June 2013, the Government of Canada announced its intention to develop mandatory reporting standards in the extractive sector. The move was spurred by the work of the Resource Revenue Transparency Working Group (RRTWG), which is an initiative by two NGOs and two mining industry associations in Canada to develop a framework for Canadian mining companies to disclose their payments to governments, both in Canada and abroad, on a country‐by‐country and project‐by‐project basis. SHARE submitted comments to the Government of Canada on the necessary scope and content of the proposed mandatory disclosure regime, to ensure that the regime captures all relevant payments by all relevant parties, and that the rules do not allow exemptions that would undermine their purpose and effect.
